Proposition 2: Increase Salary Cap

Proposition 2: Increase the Overall Salary Cap by 5M per year for the next 3 years to compensate for the Practice Squad being added to the Active Roster.

I think increasing it $5M for one year should be enough to cover the practice squad players.

It's not just for the practice squad players, which would still not be enough at only $5M if that was the reason, but since we deal with real life contract extensions our cap needs to increase as well. This was a year we would already have to increase the cap.

It causes for a gradual increase in FA contracts as well instead of starting out everyone with 15M and blowing all their excess cap in one year.
