Compensatory Draft Picks:
Compensatory draft picks will now mimic the actual NFL formula more than ever before. A total of ten compensatory picks will be slotted within the draft order: five following the second round, and five following the third round. Teams losing a player signed to a free agent contract with a total value that ranks in the top five highest amongst free agents that year will be eligible for second round compensatory picks, ordered from highest to lowest total contract value, respectively. Teams losing a player signed to a free agent contract with a total value that ranks in the top ten highest (sixth through tenth) will be eligible for second round compensatory picks, again ordered from highest to lowest total contract value, respectively.
If a team loses a player signed to a free agent contract with a total value that ranks in the top ten highest, but also signs a player with a contract value that ranks in the top ten, those transactions cancel out, and that team is not eligible for a compensatory pick. If a team loses two of these players but also signs one, for example, that team is eligible for one compensatory pick, at the lower of the two slots. Slots do not change regardless of how the compensatory pick formula shakes out.
Compensatory picks finalize no later than seventy-two hours before the draft is scheduled to begin. Any free agents signed after that deadline do not factor into the compensatory pick formula, regardless of total contract value. A tie in total contract value will favor the team with a lower winning percentage from the season prior.
Free Agency Groupings:
For a more organic free agency period, with contracts that will best reflect the open market and allow for the most valuable players to be signed to the biggest contracts, free agent groupings will be abolished. On the first day of free agency, all groups will open simultaneously and remain open through the end of the season.
